Harold B. (Hal) Oakley, Chairman of the firm, focuses his practice on corporate and other business law (including transactional health care law), mergers and acquisitions. He represents both publicly and privately held companies, hospitals and related heath care providers, non profits and many individuals. He is engaged in the acquisition and disposition of businesses and business segments and the creation of joint ventures. He has also helped structure private equity funds and private placements of securities for both established and start-up businesses and assisted in the public registration and exchange listing of securities for the firm's publicly held corporate clients. As an outgrowth of his business practice, which began with a St. Louis law firm in 1993, Hal is also engaged in estate planning, including business and wealth succession planning, for many individual clients with significant business and personal assets. Hal also assists the firm’s education law practice group.

Hal is extensively involved in the community, particularly in organizations committed to the social, educational and cultural betterment of society. He serves on the governing boards of Westminster College (Chair), the Quincy Public Schools Foundation, The Blessing Foundation, Inc and the Adams County Bar Association (acting President). He has also served as Chair or President of the Great River Economic Development Foundation, Quincy Society of Fine Arts, the Historical Society of Quincy and Adams County, and Transitions of Western Illinois. He has volunteered as a Division Leader of the United Way of Adams County Special Gifts Division, and a board member of Great River Recovery Resources, the City of Quincy Lincoln Commission, and the Adams County Chapter of the American Red Cross.
